TARCプロジェクトは、海外人材の職業訓練と越境支援の専門チームが北東インドの働き手と日本の職場をつなぎます。

In the TARC project, a team specializing in vocational training for overseas personnel and cross-border support connects workers in Northeast India with workplaces in Japan.

1.3 Project efforts

インドでの準備教育:アッサム中心にインド北東部で教育機関や地域社会と協力し、適格な候補者の選抜と日本語教育を実施。
越境の行政手続き:働き手と家族に対する細やかなガイダンスと、インドの文化に通じた行政書士とスタッフがプロセスを管理。
日本での定着支援:職場と連携し、心理的安定を保ちつつ、オンライン教育を通じて将来のキャリアを支援。

Preparatory education in India: In cooperation with educational institutions and local communities in northeastern India, mainly Assam, we select qualified candidates and provide Japanese language education.
Cross-border administrative procedures: Detailed guidance for workers and their families, and administrative scriveners and staff familiar with Indian culture manage the process.
Support for settling in Japan: In cooperation with the workplace, we support your future career through online education while maintaining psychological stability.

医療福祉人材の育成地としてのインド北東部、その拠点となるアッサム。
福祉の仕事は尊敬され、日本のホスピタリティ分野に適した人材の宝庫。

Assam is the northeastern part of India and the base for training medical and welfare human resources. Welfare work is respected and there is a wealth of talent suitable for the hospitality field in Japan.

インドの人口は世界一、平均年齢28歳。
日本は2025年以降、就業者激減の危機に直面。
アッサム人材ルートが解決策の一翼を担う。

India has the largest population in the world, with an average age of 28 years.
From 2025 onwards, Japan faces a crisis of a sharp decline in the number of employed people.
The Assam human resource route will play a part in the solution.

PART3: 特定技能受け入れについて

PART3: Regarding acceptance of specific skills

3.1 特定技能制度の概要

3.1 Overview of the specific skills system

2019年に導入された新制度。
特定分野での5年間の就労資格を取得可能。
特定技能介護士は3年間の勤務後、介護福祉士国家試験に合格すれば在留資格「介護」に切り替え可能。

A new system introduced in 2019.
It is possible to obtain a 5-year work qualification in a specific field.
After working for three years, specified skilled caregivers can change their residence status to "nursing care" if they pass the national examination for certified care workers.

3.2 人材の募集

3.2 Recruitment of human resources

現地のコミュニティおよび教育機関のネットワークを通じて募集。
基礎学力、性格適正、介護の仕事への意識、将来設計、保護者の理解を基準に候補者を選抜。

Recruited through local community and educational institution networks.
Candidates are selected based on basic academic ability, appropriate personality, awareness of nursing care work, plans for the future, and understanding from parents.

6ヵ月の+αの実践的な日本語訓練と介護の基礎理解。
日本語会話力の育成と同時に、四技能やPC入力など実践力を強化。

6 months of extra practical Japanese training and basic understanding of nursing care.
At the same time as developing Japanese conversation skills, students will strengthen their practical skills such as the four skills and computer input.

PART4: 定着支援と日本語教育

PART4: Retention support and Japanese language education

4.1 目的

4.1 Purpose

新しい環境での働き始めの段階はストレスが多く、バランスを崩しがち。当プロジェクトの越境支援のエキスパートが、特定技能外国人の日本社会への定着を促し、精神的な安定を保ち、日本でのキャリア向上を支援します。

The initial stage of working in a new environment is stressful and can easily cause you to lose your balance. Our project's cross-border support experts will help foreigners with specific skills settle into Japanese society, maintain their mental stability, and help them improve their careers in Japan.

専門教員と相談員がSNSを通じて日本語上達と介護国家資格へのモチベーション向上をサポート。
家族との連絡維持を通じて新しい環境での定着を促進。
職場との連携を通じた状況報告によるサポート強化。

Specialist teachers and counselors will help you improve your Japanese language skills and improve your motivation to obtain the national nursing care qualification through SNS.
Facilitate settlement in the new environment by maintaining contact with family.
Strengthen support through situation reporting through collaboration with workplaces.
